Stop-and-Frisk Search
If we have reasonable suspicion of a crime, as officers, we can now conduct a Stop-and-Frisk search on a detained citizen.
FOR EXAMPLE:
If we observe someone standing on a street corner of a known drug area and someone appears to exchange something with another person walking by.
He is wearing a lot of baggy clothes and we believe he could be concealing a weapon, so we can decide to conduct a stop-and-frisk.
We must first detain the suspect, handcuffs may be necessary if not complying.
We can then third-eye the suspect, and conduct a Terry Frisk search. If we find anything suspicious, this is now grounds for a full search.
Law Course Info
All Cadets must now attend and pass a course on Law (virtual or in-city, ~30mins).
This is compulsory, and you will not be considered for a promotion to officer before this.
Probable Cause vs. Reasonable Suspicion
Probable Cause:
The standard by which a police authority have reason to obtain an arrest or a search warrant or make an arrest.
The definition of probable cause is whether at [the moment of arrest] the facts and circumstances within [an officer's] knowledge and of which they had reasonably trustworthy information [are] sufficient to warrant a prudent [person] in believing that [a suspect] had committed or was committing an offense.
A more common and understandable definition that can also be used and is used by other states is whether a reasonable, sane person would believe that a crime was in the process of being committed, had been committed, or was going to be committed based on the currently known facts.
— Actions that can be taken from probable cause:
- Upon an officer having probable cause, they can:
- Make an arrest if a crime is witnessed
- Write an arrest warrant
- Contact a judge for a search warrant
However, sufficient evidence must be collected proving this probable cause incase of the suspect wanting trial.
Reasonable Suspicion:
A legal standard of proof that is less than probable cause, but more than a “hunch”.
Reasonable suspicion must be based on:
Specific, articulable facts
Taken together with rational inferences from those facts
The suspicion must be associated with the specific individual
— Actions that can be taken from reasonable suspicion:
- Upon an officer having reasonable suspicion they can:
- Detain the suspect for a brief amount of time.
- Conduct a pat-down (stop and frisk) while detained
During this detainment, the suspect must provide identification, but has the right to remain silent. If the reasonable suspicion involves suspected carrying of a weapon, the officer can conduct a pat-down (stop and frisk) to detect any weapons. A full search cannot be carried out.

BOLO Information
At the LSPD, we have a system of using BOLOs when possible criminal activities are occurring.
BOLO = Be On the Lookout for...
When a vehicle is caught speeding, or partaking in criminal activities and an officer is unable to pursue them, a BOLO must be placed on the BOLOs page of the MDT.
A BOLO must have the plate of the vehicle attached, a short description of the incident in the Notes section, and evidence of the crime. This can be in the form of a link to a dashcam/bodycam clip, a speed radar detection, or others. This evidence must be linked on the BOLO.
Officers are then advised to "BOLO" for the vehicle around the area and city for a while.
If the vehicle from a BOLO is not seen for over 20 minutes. The officer who put out the BOLO should then convert it into a warrant, creating an Incident report for the suspect if the suspect is known.
